What is an oil on stretched canvas?

I bought an oil painting that is painted on canvas. I know that the structure needs wood in the back, but I need special tools to stretch the frame? How I can know when it is correctly tensioned? I do not want to start sagging after.

To re-stretching a painting, especially if greater, I would have a production shop at least for advice if you do not.
